Definition: 1) actions of a member or guest of the 2% scooter family which are considered behaving stupidly, incompetent, and largely considered a fool.  2) activity portrayed by a foolish or stupid person; dolt; blockhead; ass.  This social reject can generally be seen on a child's two-wheeled vehicle which is steered by a handlebar and is propelled by pushing one foot against the ground, or sometimes equipped with a saddle-like seat mounted on the footboard and being propelled by a motor.
